Te Tauraki will operate as the new Whānau Ora commissioning agency for Te Waipounamu, beginning on 1 July 2025.
Over the next couple of months we will be adding information about the transition of services to Te Tauraki.

Who we are
Te Tauraki Limited is a wholly owned subsidiary of Te Rūnanga o Ngāi Tahu.
We have operated as an Iwi Māori Partnership Board (IMPB) since 2022 and, in that role, we monitor health inequities for whānau Māori across the Ngāi Tahu Takiwā.
Our function as a Whānau Ora commissioning agency sits alongside, but separate from, our function as an Iwi Māori Partnership Board.

We will continue to add common questions and answers about Whānau Ora services and Te Tauraki Commissioning Agency over time.
Te Puni Kōkiri is changing the way that Whānau Ora services are commissioned from 1 July. Funding for delivery of services will be based on the Social Deprivation Index which means that there will be a reduction of available Whānau Ora funding in Te Waipounamu.
Funding will be targeted in regions with the most need according to the Social Deprivation Index. This will result in changes to service delivery in Te Waipounamu from 1 July 2025.
Te Tauraki Commissioning Agency will be working alongside service providers that currently hold Whānau Ora navigator contracts to understand the impact of a different environment for service delivery.
Te Tauraki Commissioning Agency is running a closed tender process for existing Whānau Ora navigator service provision from 1 July to 31 December 2025. As the lead-in time to 1 July is short, this stage of the procurement process is only for providers who currently hold contracts for Whānau Ora navigators.
From June to November 2025, Te Tauraki Commissioning Agency will run an open tender process for all those interested in offering Whānau Ora navigator services from January 2026 onwards. More information about this procurement opportunity process will be shared with service providers closer to June.
Important information about procurement of Whānau Ora services
Information about changes to Whānau Ora services has been sent to providers who currently hold contracts for Whānau Ora navigators.
We are running a two-stage procurement process for services:
- The first stage comprises a closed tender for providers who currently hold contracts for Whānau Ora navigators and will be for Whānau Ora navigator service provision from 1 July to 31 December 2025.
- From June to November 2025, Te Tauraki will run a comprehensive procurement process to determine provision of Whānau Ora navigator services for 2026.
This will be an open tender process for all those interested in offering future Whānau Ora navigator services from January 2026 onwards.

Current Whānau Ora navigator providers invited to register with Te Tauraki.
5 May
Current Whānau Ora navigator providers registered are invited to respond to a short Request for Proposal (RFP).
7 May (note change of date)
Online hui for registered providers to answer any questions relating to the RFP.
16 May
Proposals due.
17 – 29 May
Proposals assessed.
30 May
Decisions advised.
3 – 20 June
Contracts signed and onboarding.
1 July
Contracts for 1 July to 31 December 2025.
