Whiria te Tuamaka – Our approach

Whiria te Tuamaka draws on the wisdom of our tīpuna who, when facing rivers in flood, didn’t turn back. Our tīpuna worked collaboratively, creating tūwhana – specific poles made specifically for the crossing – and helped each other reach safe ground. This is the foundation of our approach.

This approach is based on the understanding and belief that all whānau have their own skills and strengths. With support, whānau can navigate external challenges; the economic pressures, system failures, and societal obstacles that constitute the flood conditions that can make crossing difficult.

The role of Te Tauraki is to work with service providers to support whānau to navigate the crossing using their own collective and intertwined strength.

We honour the legacy of those who came before, building on the strong foundation of Whānau Ora while being clear about what we can achieve together in this current context. We focus on the immediate crossing while never losing sight of the longer journey ahead.

Whānau may be experiencing challenges and pressures, but with the right support, the right tools, and the right people standing together, we can work collectively to ensure whānau, together, are able to navigate their way across this part of their journey.

As we enter this new phase of commissioning, we are looking for navigation services – kaitūwhana – within identified geographic areas that align with the capacity and capability requirements to best enable our new approach.

The comprehensive RFP for 2026 service provision opened on August 13. This tender process is for all those interested in providing Whānau Ora Navigator services from January 2026 onwards. It will run until September 12.

To be successful, Providers will need to demonstrate their ability to:

  • Provide Kaitūwhana Services within the identified service delivery areas.
  • Effectively deliver on the Whānau Ora Outcomes Framework.
  • Align with the Requirements and the Intended Contract.
